Board upgraded

A new release of phpBB promises increased security against spammers so I will be re-opening registrations once I have completed the upgrade. I have also installed a new skin in keeping with a revamp to the frontend that is ongoing. This is set as default but if you prefer the old one you can still use it by selecting Tom_Red in User Control Panel > Board Preferences.
